If you have your mobile game completed and ready to publish, then you are going to need to buy development licenses.
These licenses are what allow you to make your game downloadable from the Google Play Store and the iTunes App Store.
For Android you will only need to pay a one time $25 fee, which will give you a lifetime developer license to release games to the Google Play Store.
For iOS you will need to re-purchase your developer license each year for $99.
Obviously Android is the way to go if you are just starting out, but every year the number of people using iOS devices is increasing, which means that if you want to have the best chance at succeeding as a developer, you are going to have to purchase the iOS license as well.
Once you have your developer license, you are going to need to install ads yourself if you want them in your game.
